The Department of Public Utilities a wholly owned enterprise of the City of Orangeburg. Business Climate
Orangeburg ranks fourth in South Carolina for the percentage capture of total retail sales when compared to the state’s other non-metropolitan areas. In addition to retail growth Orangeburg has also seen industrial growth. Existing industries range from electronics and riding lawn mowers to food distribution and chemicals. In the last six years the area has had record industrial growth which has helped create over 5,000 new manufacturing jobs.
Why the DPU Makes Sense
The DPU consistently ranks among the lowest cost utility providers in the Southeast, providing a “one stop shop” for water, wastewater, natural gas and electricity services. The convenience of one bill and one point of contact for your utility needs is rare and invaluable. Combined with a City Council approved Economic Development Revolving Fund that is used to provide infrastructure to eligible projects, most site consultants quickly make sites in Orangeburg part of their “short list” of locations.

Where Is the DPU?
Located in one of the fastest growing areas in the state, the City of Orangeburg’s DPU does not simply serve the incorporated limits of the city but instead provides services to over 60% of the residents of Orangeburg County. This includes all high traffic retail areas as well as service to six (6) industrial sites with even more in the planning stages. With hundreds of miles of electricity cable, natural gas mains, water mains and sanitary sewer force and gravity mains, the DPU has positioned itself to meet the increasing demands well into the future.
